Evaluation becomes difficult when the intended contribution of a programme was never made explicit. Satisfaction data cannot answer whether people gained capability, used it or influenced a relevant business condition.
We begin with the decision the evidence must support. This may concern programme improvement, participant application, manager reinforcement or the case for scaling an intervention.
We then connect four levels of evidence: experience, capability, workplace behaviour and relevant business indicators. Not every programme needs every level.
Good measurement is proportionate. It distinguishes contribution from causation, makes limitations visible and focuses attention on evidence leaders can actually use.
